Private Sector Housing Officer | Grantham | 3 month FTC | £19.99 per hour

37 hours per week - Some flexibility in the working hours will be required from time to time

 

Our client based in Grantham is looking for a Private Sector Housing Officer to join their busy team on a three month fixed term contract.

You will be part of a small team strives to improve the quality of the District's housing stock and ensure that the sector is providing quality housing that satisfies housing needs.

 

Responsibilities will include:

  • Investigating and resolving complaints about poor housing conditions
  • Inspection and licensing of houses in multiple occupation and caravan sites
  • Handling complaints and service requests about inadequate private sector housing conditions, provide technical assistance, conduct inspections and investigations
  • Conduct property surveys and inspections, as well as perform assessments under the Housing Health and Safety Rating System (HHSRS) and create work schedules
  • To work closely with landlords where practicable and appropriate to ensure that required standards are met and housing conditions are addressed where necessary
  • To take necessary enforcement action as needed, this could entail serving notices, gathering evidence in compliance with PACE, preparing statements and case files, and testifying in court/property tribunals
  • Conduct inspections of Houses in Multiple Occupation to ensure that minimum standards are met
  • Carry out inspections of caravan sites and draft licences in accordance with relevant standards
  • Create and maintain records and statutory registers to ensure that the business meets existing and new statutory obligations
  • Keep your working knowledge of building construction, private sector housing, and relevant regulations up to date
  • Maintain electronic and other systems for tracking case progress
  • Demonstrate a commitment to safeguarding and promoting the welfare of children, young people, and vulnerable adults

Candidate requirements:

  • Working knowledge of legislation and enforcement procedures relating to housing conditions
  • Ability to write clear and concise reports, procedures and notes
  • Ability to communicate confidently with members of the public at all levels, as well as a sympathetic demeanour while dealing with vulnerable customers
  • The ability to instantly establish rapport with internal and external stakeholders
  • Ability to multitask and prioritise workloads
  • Housing Health and Safety Rating System (HHSRS) assessment certification
  • Qualification in identifying house faults, building surveys, or another construction-related field
  • Experience of undertaking HHSRS assessments to improve private sector housing
  • Extensive experience enforcing a wide range of rules affecting housing standards in the private sector
  • Experience of the operation of mandatory HMO licensing schemes
  • Experience preparing and providing evidence, as well as representing the business in prosecution and tribunal processes
  • Experience of using the Civica APP ‘Authority’ database (formally ‘Flare’)
  • The ability to work well as part of a team as well as alone
  • Demonstrates sensitivity, tact, and diplomacy, and responds flexibly to changing events
  • Good general IT skills, including the use of MS office and Outlook
  • Full driving license and access to own vehicle
  • You must have the legal authority to work in the UK
